Large Venue & Event Recycling

Attention Member Agencies and Event Organizers:

Recently California passed Assembly Bill 2176 that requires recycling at large venues and events.  This bill:

  • Requires the California Integrated Waste Management Board (CIWMB) to make available by April 1, 2005 one or more model ordinances for local agency adoption that facilitates recycling at large special events or venues.  A large event is defined as 1) charging an admission fee and 2) serves an average of 2,000 people per day.  A large venue is defined as a museum, hall, conference or civic center, performing arts center, theater or public attraction facility.
  • On and after July 1, 2005, local agencies when issuing a permit must provide specified information to large events operators on how to reduce, reuse and recycling materials generated at the event.
  • By August 1, 2006, and annually until 2008 local agencies must provide the CIWMB with an estimate of the top 10% of large events within its jurisdictions, based on their solid waste generation.  This includes an event description and the waste types generated and material amounts diverted and disposed.
  • On or before December 1, 2008, CIWMB must evaluate the solid waste recycling plans in the top 10% of large events as reported by each local agency.  If less than 75% of the plans have been implemented than legislative changes to required operators to recycling will be pursued.
  • On July 1, 2005, and every year thereafter, within one month of a request by the local agency, event operators shall submit to local agencies information on events recycling to the local agency.
  • Requires event operators to meet by July 1, 2005 and biennially with recyclers and solid waste enterprises to determine the solid waste reduction and recycling programs that are appropriate for the event.
  • Requires the CIWMB to provide technical assistance and tools with regard to implementing the bill's requirements.
  • Authorizes a local agency to charge and collect a fee from the event operator in order to recover the agency's costs incurred in complying with the provisions of the bill.
  • As a result of the "adequate areas for collection and loading recyclables in development projects" ordinance in effect in each member agency as a result of prior legislation, on or after July 1, 2005 a local agency shall not issue a building permit to a development project unless the development project provides adequate areas for collection and loading of recyclable materials.
