Paul Morsen, Executive Director
Instrumental in forming the CCCSWA a decade ago, he was also instrumental in the siting of Central County's Household Hazardous Waste dropoff facility. Paul has returned from retirement to serve as the Authority's Executive Director. He worked in the local sanitary district as its Deputy General Manager until retirement.
Janna McKay, Executive Assistant/Secretary to the Board
Janna has worked for the CCCSWA since March 2007. As Executive Assistant/Secretary to the Board, she oversees customer service needs, provides general support to staff, Director and 12 Board Members. Other duties include office management, personnel services, website management and special projects.
Lois Courchaine, Program Manager
Lois has been with the CCCSWA since 2002. She manages CCCSWA’s public outreach and education, contracts, legistlation, and the curbside Reuse and Cleanup Days program. Prior to joining the CCCSWA, Lois worked for five years at a large commercial recycling company in the East Bay. She is also a graduate of the Leadership Contra Costa Program.
Bart Carr, Senior Program Manager
Bart has worked for the CCCSWA since July 2008. He is responsible for organic waste diversion programs, including yard and food waste, commercial recycling, Construction & Demolition (C&D) waste diversion. AB 939 compliance and reporting to the CIWMB, and special projects. Prior to joining the CCCSWA, Bart was an independent solid waste consultant.
Ashley Louisiana, Administrative Assistant
Ashley has worked for the CCCSWA since March 2008. She handles all customer service needs and provides general support to staff. Special programs include Universal Waste (Medical Sharps, Battery Recycling, Pharmaceutical Disposal), Community Events Recycling, Construction & Demolition (C&D) Facility Certification and Transporter Permitting and Home Composting.
Janelle Cameron, Finance Manager
Janelle has worked for the CCCSWA since August 2008. She manages the CCCSWA's accounting functions including general ledger, month end/year close process, cash management, financial statements and annual budget process. She also manages the Schools Education, Waste Reduction and Recycling Program. Janelle performs professional accounting work by creating, analyzing and verifying fiscal records and reports and provides advice and information on accounting practices and procedures for the financial systems.
