Become Permitted Recycler

Background

Since 1996, a Commercial Recycling Permit is required within the CCCSWA's service area in order to collect and haul recyclable materials from commercial entities and businesses. Ordinance 96-1, "Permitting of Commercial Recyclers," amended April 28, 2005 states.

 

The Board of Directors finds that it is in the best interest of the people of Central Contra Costa County to institute a wide-scale Commercial Recycling Permitting program to encourage and track the recycling of Commercially Generated Recyclable Materials and also that, the Board of Directors finds that licensing or permitting of Commercial Recyclers is required to provide for orderly tracking of recycling within the commercial sector and to ensure that Commercially Generated Recyclable Materials are delivered to bona fide Recycling facilities.

 How to Become Permitted

  1. Please give us a call to request an application. You can reach us at (925) 906-1801.

  2. We will email/mail you an application. You will need to send your completed Permit Application with a check for $65.00 to:

  3. Upon approval, the CCCSWA will send you a permit and you can begin collecting recyclable materials in the CCCSWA's service area.

 

Permitted Recyclers Obligations

 

Review the CCCSWA's Ordinance 97-01 "Permitting of Commercial Recyclers" for complete details. Primarily a Permitted Commercial Recycler is responsible for:

  1. To notify the CCCSWA in writing if any of the information in the original application on file with the CCCSWA changes in any material respect, and to file a new application if required by the CCCSWA.

  2. To furnish a copy of the applicant’s insurance with the proper limits as specified in the CCCSWA Ordinance No. 96-1, Section IX.To furnish quarterly reports by jurisdiction as specified in the CCCSWA Ordinance No. 96-1, Section XIII.

  3. These reports must be submitted 30 days after the close of the quarter. (This information will be kept confidential.) Companies that submit late reports may be fined $50 or have their permits revoked or suspended.  (Ordinance 96-1, Sections XIII and XIV.)

  4. To obtain any and all permits and licenses required by the Cities/Towns of Danville, Lafayette, Moraga, Orinda, Walnut Creek and Contra Costa County.  (Ordinance 96-1, Section V.)

  5. To properly label all recycling bins: including business name, phone number and acceptable materials that may be placed in the bin.

  6. A $50 fine may be imposed if bins are not properly labeled within seven (7) days of notification.  After seven (7) days, improperly labeled bins may be removed and stored after CCCSWA notification to the bin owner. (Ordinance 96-1, Section X.)

  7. Residual limits may not exceed amount stated on application filed with the CCCSWA.

  8. Violation of any of the permit conditions may lead to suspension, imposition of additional conditions, or revocation of the permit.  (Ordinance 96-1, Section XII.)  Violation of Ordinance 96-1 may lead to denial of future permits, civil action for damages, injunctive relief, and/or prosecution as a misdemeanor.  (Ordinance 96-1, Section XX.)

  9. If you transport C&D waste it must be hauled to certified facilities. See below.
