Construction & Demolition (C&D) Debris Recycling

 

According to the CalRecycle Construction and Demolition (C&D) materials still account for almost 12% of the waste stream. Locally, this number is much higher. Construction and Demolition (C&D) waste continues to occupy a large percentage of our landfill space. Building and remodeling waste have been cited as major reason why landfill volumes have been increasing, despite expanding recycling efforts by CCCSWA communities. Collectively, residential and commercial C&D waste in central Contra Costa County makes up about 12% of landfill disposal, and this figure is growing! To help residents and businesses, reduce and recycle more C&D waste, the following CCCSWA member cities have enacted C&D Diversion Ordinances that require a minimum 50% diversion of recyclable C&D waste from proejcets that exceed specified size or cost thresholds. Local C&D Recycling Regulations

To address this significant waste stream, all of the CCCSWA service area jurisdictions have implemented some type of recycling regulation.  A brief description of each jurisdiction's current C&D recycling regulation is listed below:

 

Unincorporated Contra Costa - adopted Chapter 418-14 of the County Code, which requires owners of all construction or demolition projects that are 5,000 square feet in size or greater to demonstrate that at least 50% of the construction and demolition debris generated on the jobsite are reused, recycled or otherwise diverted (unless a diversion adjustment is granted).

 

Moraga - adopted an ordinance that requires submittal of 1) a Waste Management Plan (WMP) that includes a 50% recycling requirement for any construction project over $250,000 or 5,000 square feet and 2) a refundable performance security fee. Plan compliance documentation must be submitted once the project is completed.  Non-compliance with the WMP results in forfeiture of all or part of the refundable performance security fee. 

 

Orinda - adopted an ordinance that requires submittal of 1) a Waste Management Plan (WMP) that includes a 50% recycling requirement for any construction project over $50,000 or 1,000 square feet and 2) a refundable performance security fee. Plan compliance documentation must be submitted once the project is completed.  Non-compliance with the WMP results in forfeiture of all or part of the refundable performance security fee.

Walnut Creek - adopted an ordinance that requires submittal of a Waste Management Plan (WMP) that includes a 50% recycling requirement for any construction project over $50,000 or 5,000 square feet. Plan compliance documentation must be submitted once the project is completed.  Non-compliance with the WMP could lead to civil penalties and delayed permits and approval.

 

Danville - implemented standard conditions of approval that require developers to submit a recycling plan. Recycling documentation must be provided in order to receive framing inspection approval.

 

Lafayette - adopted an ordinance that requires submittal of 1) a Waste Management Plan (WMP) that includes a 50% recycling requirement for any construction project over $50,000 or 5,000 square feet and 2) a refundable performance security fee. Plan compliance   documentation must be submitted once the project is completed.  Non-compliance with the WMP results in forfeiture of all or part of the refundableperformance security fee.
