CCCSWA Staff Members

Lois Courchaine, Program Manager
Lois has worked at the CCCSWA for five years. As a Program Manager, she manages CCCSWA’s public outreach and education, commercial recycling, the curbside Reuse and Cleanup Days, universal waste program, and multi-family recycling, among others. Prior to joining the CCCSWA, Lois worked for five years at a large commercial recycling company in the East Bay. She is also a graduate of the Leadership Contra Costa Program.

Naicyl Garcia, Executive Assistant/Waste Prevention & Recycling
Naicyl has been working for the CCCSWA for three years.  She started with CCCSWA as Assistant Secretary to the Board before becoming Executive Assistant. She is in charge of the Agency’s finance accounting system, reporting systems, and database development, implementation, and maintenance. Naicyl worked for PG&E for 18 years in the human resources as HR generalist and power generation department as Reporting Analyst.

Janna McKay, Executive Assistant/Secretary to the Board
Janna has worked for the CCCSWA since March 2007. As Executive Assistant/Secretary to the Board she oversees customer service needs, provides general support to staff, Director and Board members, manages secretarial duties for Board meetings. Special projects include recertification's for Home Composting Program, handling contracts for Mini-grants and Consultants, and  the Permitted Recyclers Program.

Paul Morsen, Interim Executive Director
Instrumental in forming the CCCSWA a decade ago, Paul has returned to serve as its Interim Executive Director. He worked in the local sanitary district up until six years ago, when he decided to retire. Emerging from retirement temporarily, he will assist in the search for a permanent Executive Director.
